Nuclear War This Weekend?

North Korea isn’t too happy about South Korean-American military exercises this weekend, and threatens to use its “nuclear deterrent” if they go forward…

Putting aside whether this threat is genuine (the guess here is that it’s not), the problem with North Korea is that it’s only a threat to South Korea, and nobody’s going to war over that.

So what’s the point of all these military pr exercises?

To demonstrate we’re serious about something, although it’s not clear what.

To show the Chinese we mean business, although they’ve correctly concluded our bilateral relationship is far more important than anything we say or do about fifth-rate regional irritants.

To put the brakes on anyone in Washington getting too zealous about cutting the defense budget, presumably we need all those ships and planes to defend ourselves against the collective might of North Korea, Iran, and the Taliban.

Once the sabers have stopped rattling, we’ll again confront the same issue: do we or do we not wish to engage in serious, bilateral diplomacy with these very minor rogue states and insurgency movements?

In Afghanistan, we clearly want a deal with the Taliban, but can’t be seen to be negotiating. So we allow Karzai to make sympathetic outreach noises and the UN to undertake very drawn out talks with the principals.

In Iran, we can’t be seen to be negotiating directly because that won’t play well on the local news in an election year. So it’s another round of sanctions and lots of huffing and puffing.

In North Korea, we could negotiate directly, but we also want to play the Chinese off against our Asian allies for some as yet undetermined benefit (aka “the Jack Spratleys strategem”).

Another Leak, Another Leak

This week in mind numbing stupidity:

1) Pay an Iranian defector $5 million for information about Iran’s nuclear program, then watch him go back to Tehran. (“Oh well, we’ve still got some of the money!”)

2) Ex-Admiral Fifth Rate convinces everyone that this time, really, we’ll plug that oil spill, well, just as soon as the leak in the testing equipment is fixed.

3) The President of the United States asks a billionaire and a centrist Democratic blow job expert for advice on the US economy.

Gorilla says: “Who needs new guidelines for Alzheimer’s? Seeing is believing!”

A Deal With Russia, But Not With Iran

Will we take yes for an answer and try a little diplomacy with Iran?

No, we want more sanctions, so we cut a deal with the Russians (and who knows who else in the Group of Six) to get more sanctions!

So, we piss off the Brazilians and Turks, allow the Russians to sell conventional missiles to Iran, and get what precisely in return for our principled stand on (what was it again?) non-proliferation?

Gorilla interprets: “So, which is it? We knew all about what Iran would do, or they knew all about what we would do? Another round of sanctions that will go nowhere. Extend and pretend now moves to the Middle East!”

Iran agrees to swap some uranium!

No, it’s not a big breakthrough, Iran’s still not abiding by UN resolutions.

Yes, it does demonstrate that direct negotiations can provide a framework for more serious progress.

Sooner or later, the US will have to deal with Tehran directly. The Turkish-Brazilian deal may well be a delaying tactic by the Iranians, but it’s also clear there is little support for any further sanctions.

Gorilla says: “Takes two to tango, and perhaps the two that matter will decide to dance!”

Pushing The Snooze Bar

Secretary of Defense Gates sent a memo about Iran back in January, which may or may not have a been a “wake up call” for US policy on Iran.

But what is the policy? Lots of sanctions, no bilateral dialogue, vague threats of military strikes against Iranian nuclear facilities, very little international consensus.

Sooner or later, the US will have to sit down with Iran bilaterally and cut a deal. This is clearly what the Russians and Chinese want us to do.

Equally, we’ve got to have a much more coherent policy on nuclear proliferation. You can’t expect anything much on the proliferation issue so long as there’s a different standard for Iran than there is for Israel, Pakistan, India and a host of other countries.

Gorilla says: “Nothing new, nothing serious and nothing to see here!”

Bearing Up

As has been obvious for some time, Russia’s not terribly interested in new sanctions against Iran.

In fact, they’re going ahead with building a nuclear plant in Iran.

And it appears that a bilateral deal to scrap nuclear weapons will be contingent upon what happens to the US missile defense program, as well as what happens with Iran.

President Obama’s hosting a “nuclear security” summit next month and it was hoped a new US-Russian treaty would be ready. Now, it’s not so clear.

Negotiating with the Russians these days is not easy. They’re still adjusting to the loss of influence that accompanied the collapse of the Soviet Union, and therefore seize on any opportunity to demonstrate they must be taken seriously. Russia is at best a regional player in the world diplomacy game, the Chinese clearly are the big boys on the block.

The US is also adjusting. Missile defense remains nothing more than a Pentagon jobs program; it should have been scrapped long ago. Isolating the Russians won’t make Eastern Europe less wary of them. Not cutting a bilateral deal with Iran means years of waiting in vain for the Russians and Chinese to care.

Gorilla thinks: “Bilateral baby steps are the only way forward, multilateral approaches are fine if you like lowest common denominators!”

No Sanctions For Sanctions

The Administration is carving out an exception for China to its bill tightening sanctions on Iran.

Unlike South Korea and Japan, our supposed allies in the region, Chinese companies would suffer no punishment for trading with Tehran.

Perhaps this is a bribe to get the Chinese on board at the UN, but the reality is neither the Chinese nor the Russians are serious about imposing more sanctions.

Sooner or later, the President’s going to have to decide whether he wants to make a deal with the Iranians.

The sanctions so far aren’t stopping Tehran from nuclear development, and there’s very little international appetite for a solely punitive approach.
