Bearing Up

As has been obvious for some time, Russia’s not terribly interested in new sanctions against Iran.

In fact, they’re going ahead with building a nuclear plant in Iran.

And it appears that a bilateral deal to scrap nuclear weapons will be contingent upon what happens to the US missile defense program, as well as what happens with Iran.

President Obama’s hosting a “nuclear security” summit next month and it was hoped a new US-Russian treaty would be ready. Now, it’s not so clear.

Negotiating with the Russians these days is not easy. They’re still adjusting to the loss of influence that accompanied the collapse of the Soviet Union, and therefore seize on any opportunity to demonstrate they must be taken seriously. Russia is at best a regional player in the world diplomacy game, the Chinese clearly are the big boys on the block.

The US is also adjusting. Missile defense remains nothing more than a Pentagon jobs program; it should have been scrapped long ago. Isolating the Russians won’t make Eastern Europe less wary of them. Not cutting a bilateral deal with Iran means years of waiting in vain for the Russians and Chinese to care.

Gorilla thinks: “Bilateral baby steps are the only way forward, multilateral approaches are fine if you like lowest common denominators!”

A missile shield in Romania, an angry bear in Moscow!

It’s difficult to understand the strategy behind US policy. What are we trying to accomplish with missile defense?

On the one hand, missile defense doesn’t work.

On the other hand, the alleged missile attacker is Iran, despite there being no evidence that Tehran wishes to engage in national suicide by lobbing a few bombs at Euroland.

On the foot, the Russians, who remain a far more serious problem for European interests, feel surrounded, thus justifying their very lukewarm approach to American proposed sanctions against Iran.

Bear Growling

The KGB man in Moscow is a bit worried about US missile defense, and he’s delaying a final settlement in nuclear arms reduction talks.

Prime Minister Putin says that Russia must develop new offensive weapons systems to balance against possible US missile defense deployments.

President Obama said in September that he would scrap the proposed system in Central Europe, while retaining the right to deploy a sea-based system to protect against strikes by “rogue” states.

The difficulty here is that Russia still has not accepted that it is essentially a Third World dictatorship with a vast arsenal of weapons, a declining population, and a deep distrust of the West and democracy.

But it’s not an insurmoutable hurdle. A deal will be struck, because it’s in the interests of both sides.

Gorilla says: “The bear is growling but the flesh is weak!”

Bog, Give Me Freedom, But Not Yet

So says Russian President Medvedev.

He wants Russia to be less resource dependent, less corrupt, and “Instead of an archaic society, in which leaders think and decide for everybody, we shall become a society of intelligent, free and responsible people.”

Pretty easy to achieve this last dream, if only Vlad would get out of the way! Guess that will happen shortly after the next time he runs for President…

TGIF And Predictions

This was what mattered most in Gorilla’s world this week:

*The march for LGBT equality continues. Equal justice under the law may take another decade, but it’s clear this will not go away. Gorilla thinks we’ll start with Don’t Ask, Don’t Tell, get rid of DOMA, and get a civil rights bill through Congress by 2020.

*Bilateral negotiations with Iran seem inevitable. After Hillary Clinton’s trip to Russia, it’s clear that the ball’s now in our court; there’s no support for further sanctions short of an Iranian refusal to negotiate. Gorilla thinks Hillary will be landing in Tehran by the end of 2010.

*Health care reform made it out of the Finance Committee and should be passed by the Senate soon. The Senate bills are all woefully inadequate, and there’s no guarantee that the public option will survive. Gorilla believes you could see this as a down payment on further reform, but he’s more convinced there’s no real momentum to avoid the bigger balloon payment before 2015-2020.

*America’s educational system continues to fail its students. The mathematics test scores were appalling and inexcusable. Gorilla has little confidence things will improve soon, for the same reason he has little faith in health care reform: goring vested interest oxen is not a pleasant occupation for any politician.

*The world grows hungrier. Gorilla doesn’t see much solution to this until we, the Japanese, and the EU are willing to give up our amoral and unnecessary farm subsidies. More Doha and less dough will make America more of a beacon to the poor and hungry.

*Afghanistan looks ever more like a quagmire. The fraudulent election produced the result we wanted, but not in the way we wanted. It appears the President will throw in more troops, with no clear strategy. Pakistan, where the threat of extremism is far greater than in Kabul, is descending into chaos at nearly as fast a rate, but we can’t do anything much about it. Gorilla still believes we’ll be on our way out by the end of 2010.

Dancing With The Bear

Hillary Clinton’s in Moscow, and has decided that the time has not yet come for further sanctions on Iran.

The Russians are being a bit more cooperative, at least on bilateral issues like missile defense and nuclear arms reduction, and have made it clear they’re not ready for more sanctions until there’s more diplomacy. The Chinese feel the same way.

All of this is good news, because we appear at last to be heading towards a bilateral deal with Iran. It will take time, it will not be easy, but it’s the only sensible way forward. America has more important issues than whether a non-nuclear, fifth-rate regional power stands in the way of our gradual withdrawl from the other two fifth-rate, non-nuclear regional powers: Iraq and Afghanistan.

Gorilla thinks: “Hillary knows that dancing with the bear is a lot better than being voted onto the island!”

Gassing Up In Tehran

The Chinese are now supplying one-third of Iran’s gas import needs.

It’s hard to see this, and Russian sales of nuclear technology and armaments, as anything other than a demonstration to the US that further sanctions on Iran will not be entertained.

Sooner or later, we’ll have to sit down bilaterally with Tehran and cut a deal. There’s very little leverage left when our diplomatic partners aren’t paying much attention.

Gorilla thinks: “Denying the Holocaust is terrible, denying reality is a close second!”

The Missiles Of September

A very sensible decision from the Administration to scrap the missile shield in Eastern Europe.

This had to be one of the stupidest ideas in recent foreign policy.

First, there is as yet no evidence that the shield works.

Second, it needlessly antagonized the Russians who saw it, rightly or wrongly, as an attempt by NATO at encirclement.

Third, the announced rationale, namely to protect Europe, but only parts of it, from Iranian or other “rogue nation” missiles was laughable on its face.

Fourth, although they’re unhappy today, the East Europeans originally didn’t want the shield, only a guarantee that we’d defend them if Russia attacks, a highly unlikely proposition either way.

Finally, the costs of the program were enormous at a time when deficits are huge and we still can’t provide health insurance to all Americans (the latest idiot proposal on this from Max Baucus manages not to cover Americans over the next 10 years for little more than 1 year of the Pentagon’s budget).

Gorilla says: “Obama on this one understands that blind loyalty to dubious strategy isn’t always its own reward, his generals as usual haven’t quite figured this out!”

TGIF And Predictions

This is what mattered in the world this week:

*President Obama gave a good speech about health care. Nothing much will change in terms of reform, because there aren’t enough votes for the public option and the Congress doesn’t really want to take on the medical industrial complex. Gorilla says a bill will be done by November, but window dressing and no competition will be the main features of what has been a gloriously wasted opportunity.

*Hamid Karzai has won the Afghan election, possibly on the back of massive fraud. This doesn’t matter since he’s the candidate the West wants to be President of Afghanistan. Meanwhile, Democratic Congressional voices are starting to question the need for more American troops. Gorilla believes we’ll be on our way out within a year.

*Iran continues to be an unresolved problem, having first refused to negotiate on the nuclear issue, then proposing to tie it to an overall Middle East settlement. It seems likely that the Russians were smuggling arms to Iran via the mystery ship, and it is clear there is no Russian support for further sanctions against Iran. Gorilla thinks we’ll be negotiating bilaterally with Iran and North Korea within 6-12 months.

*While happy talk continues in Movingforwardville about the end of the recession, there is very little evidence that things are getting better with the US economy. Unemployment continues to rise, median incomes are falling, many banks remain insolvent, the dollar is tanking again (although this is actually a good thing in terms of US exports), and Wall Street has started on the next round of bubble dancing. Gorilla believes there are more bad shoes to drop in the coming months, particularly from the financial service and housing industries, while the consumer will remain on the sidelines for another year.

*French President Sarkozy’s decision to levy a carbon tax marks the first semi-serious Western effort to deal with climate change. Alas, there’s no corresponding initiative being undertaken by larger polluting nations, either because they’re waiting for each other to make the first move or they lack the political support domestically to do anything serious. Gorilla foresees yet another G-20 summit of loftily vague promises and no real progress.

*8th anniversary of the 9/11 attacks. The greatest intelligence failure in American history continues. Gorilla suggests that not catching Osama bin Laden and his cohorts is more or less of a piece with not holding American governmental officials accountable for torture and the greatest economic disaster since the Depression. As we now know, Goingbackwardville doesn’t do accountability at all, but it does amorality very well.
